In a post on Twitter a fan asked the coordinator community Infinity Ward Candice Capen if in Call of Duty: Ghosts , users will be able to play Spec Ops mode again.

Here is his reply:

" There will be some kind of co-op mode, though we cannot yet announce it and, personally, I have no idea when we will do it."

It is not clear if this reply refers to the return of Spec Ops mode, or something completely new.
