This is stated by the PR Manager of Microsoft Studios Ryan James, who explained that for 2012 the company is completely focused on the Xbox 360 and its outbound games.

It is likely that Microsoft wanted to lock the rumor in the bud of an imminent announcement of new Xbox so that the expectations of the players grew too much for the E3, then remain disappointed finding out that there is no announcement; the news seems moreover confirmed by Bloomberg financial magazine, which reported to have reliable information according to which the next Xbox will be announced for the first time at E3 in 2013, before being released at the end of the same year.
