In an interview with Gamespot, in view of E3, Dax Ginn of Rocksteady confirmed that Catwoman will be a playable character in Batman: Arkham City, explaining the reason for this choice. Ginn said that with Catwoman players will experience an even more obscure side, taking a break from being the defender of Gotham.

The character will have its own combat system, with its gadgets and their navigation techniques and players will be able to update his "armor" and his abilities, just like you can do with Batman himself.

This announcement was quite predictable and some expected to be able to control the cat woman in Batman: Arkham City already when the character was revealed.
