Rocksteady explained that most of Batman: Arkham City, 80% to be exact, will be set on the streets of Gotham City, while 20% will be spent indoors. Speaking to PSM3, the team also revealed that the player will have a great freedom from the very beginning of the game, being able to explore the city at once. The study also acknowledged that the development of the game was "a great challenge at the technical level, and this has been addressed by a team of 97 people, compared to 65 who worked at Arkham Asylum.

"Our goal was not to create a larger game world just for the heck of it. We wanted to fill it with content, and there's a better world of Batman universe from which to draw inspiration."

"Since we decided to create a world so big, we had to bring more artists and animators. It 'was a huge undertaking technical and creative team."
